How to increase your WhatsApp messaging limit
By DripTell Editorial · Published 2 November 2026 · Facts checked against Meta's documentation on 2 November 2026
The short answer
Your messaging limit is the number of different customers your business can deliver messages to outside a customer service window in any moving 24-hour period. New business portfolios start at 250. Verify your business, or complete another scaling path, to reach 2,000. After that Meta raises the limit automatically to 10,000, 100,000 and then unlimited, within 6 hours, once you have used at least half of your current limit in the last 7 days and your messages stay high quality.
What the limit actually counts
The limit is about people, not messages. It caps how many different WhatsApp numbers your business can deliver messages to outside a customer service window in a moving 24-hour period. Sending three templates to the same customer uses one place in the limit, not three.
Replies inside an open customer service window do not count. That window opens for 24 hours every time a customer messages you, so ordinary support conversations are not capped this way. The limit matters when you start the conversation, for example with a campaign, a reminder or an order update to someone who has not written to you recently.
It is set for the whole business portfolio and shared by every WhatsApp number in it. If you run several numbers under one portfolio, a large campaign on one of them can use up the room you need for one-time passwords or delivery updates on another.
The levels and how you move between them
| Unique customers per 24 hours | How a business portfolio gets there |
|---|---|
| 250 | Every new business portfolio starts here |
| 2,000 | Complete one of the scaling paths below |
| 10,000 | Automatic scaling |
| 100,000 | Automatic scaling |
| Unlimited | Automatic scaling |
Older guides describe a 1,000 customer level. Meta's current developer documentation lists 250, 2,000, 10,000, 100,000 and unlimited. If your own WhatsApp Manager shows a different figure, the figure in your account is the one that applies to you.
Three ways to reach 2,000
- Verify your business in Meta Business Suite.
- If a solution provider onboarded you, have that partner verify your business.
- Deliver 2,000 messages outside customer service windows to unique WhatsApp numbers within a moving 30-day period, using templates with a high quality rating.
Finishing a path is not an automatic pass. Meta then reviews the quality of your messages. If it approves, the limit moves to 2,000 straight away and you get an email and a developer alert. If it does not, the limit stays where it is and the alert names what Meta wants next, which is usually identity verification or the 2,000 high quality messages route.
Verification also lifts another ceiling. New portfolios can register two business phone numbers. Once a business is verified, or reaches the 2,000 limit, Meta raises that cap to 20 numbers.
How the limit keeps growing after 2,000
From 2,000 upwards there is nothing to apply for. Meta moves your portfolio up one level, within 6 hours, when both of these are true.
- Your messages are high quality across all of your business phone numbers and templates.
- In the last 7 days your business has used at least half of its current limit.
The second condition is the one people miss. A business sitting at 2,000 that only ever messages a few hundred customers a day stays at 2,000, however good its messages are. The limit grows with real, healthy use rather than ahead of it.
Quality is the other gate. It is judged from how customers react, so a week of blocks or spam reports holds the limit where it is. Our guide to high quality WhatsApp messages explains what Meta looks at and how to stay green.
Where to check your current limit
- In WhatsApp Manager, open Account tools and then Messaging limits.
- Through the WhatsApp Business Phone Number API, request the whatsapp_business_manager_messaging_limit field. The older messaging_limit_tier field is deprecated, so update any integration that still reads it.
- Listen for the business_capability_update webhook. From webhook version 24.0 it reports a new limit in max_daily_conversations_per_business.
Why a limit stops growing
| What is happening | What to do |
|---|---|
| Still at 250 after weeks | Verify the business, or send 2,000 high quality templates to unique customers within 30 days |
| Stuck at 2,000 or 10,000 | Check whether you used half the limit in the last 7 days. If not, the limit has no reason to grow yet |
| Rating is yellow or red | Fix the cause first. Review block reasons, pause weak templates and narrow the audience |
| A scaling request was denied | Read the account alert. It names the next step, such as verifying your identity |
Planning campaigns inside the limit
Treat the limit as shared capacity. Leave room for the messages that cannot wait, such as one-time passwords and order updates, and spread a large campaign over several days instead of firing it in one window.
The portfolio limit is not the only check. WhatsApp can also deliver fewer marketing templates to a person who has not been reading them, and those sends fail with error 131049. Our article on building a campaign control loop around messaging limits covers how to handle both together.
Two small habits help. Clean the list before a send with the free bulk number validator, so invalid numbers do not waste the run, and estimate Meta's charges for the volume with the pricing calculator. In DripTell, campaign reports show delivered, read, failed and replied states for each recipient, so a send that runs into limits is visible in the report.
Questions people ask
Does the WhatsApp messaging limit count messages or customers?
Customers. It caps the number of unique WhatsApp numbers your business portfolio can deliver messages to outside a customer service window in a moving 24-hour period. Several messages to the same person count once.
Do replies to customers count toward the messaging limit?
No. Messages you send inside an open 24-hour customer service window, which opens each time the customer messages you, do not count toward the limit.
Is the WhatsApp messaging limit per phone number?
No. Meta sets it for the whole business portfolio and shares it across every business phone number in that portfolio.
How long does a messaging limit increase take?
Moving to 2,000 happens straight away once Meta approves a completed scaling path. After that, automatic increases happen within 6 hours of meeting both conditions, high quality messages and using at least half of the current limit in the last 7 days.
Can I increase my limit without verifying my business?
Yes. One scaling path is to deliver 2,000 messages outside customer service windows to unique customers within 30 days using high quality templates. Meta then reviews your message quality before raising the limit.
How do I get an unlimited WhatsApp messaging limit?
Keep moving through the automatic levels. From 2,000, each level up needs high quality messages and use of at least half your current limit in the last 7 days, until the portfolio reaches 10,000, then 100,000 and then unlimited.
